Prince Zeid Ra’ad Zeid al-Hussein, the United Nations high commissioner for human rights, recommended that the Human Rights Council defer the release of a landmark inquiry into possible war crimes in Sri Lanka. He cited a letter he received from Sri Lanka’s foreign minister, Mangala Samaraweera, who agreed that a U.N. working group on disappearances could visit the country.
